Same problem for me. The problem with the update file occurs when i try to
install Update voor Windows Live Sign-In Assistant (KB 967912). I have
downloaded because Microsoft declares it as an important update file.

Glad I am not the only one getting this:

"WindowsUpdate_00000BC2" "WindowsUpdate_dt000"

The first update of the pair (this morning) worked fine, I have tried
multiple times to get the 2nd one to install... no go. My first attempt to
look for info on the error messages I recieve took me here, so here is where
I begin my quest.

it works!!! thanks to Cecil

1. Open Control Panel
2. Open Add or Remove Programs
3. Uninstall all Windows Live software
(for me, this was Microsoft Office Live Add-in 1.3, Windows Live
Essentials, and Windows Live Sign-In Assistant)
4. Go to 'http:\\get.live.com' (http://get.live.com) and install
latest versions of the software you just removed.

You can check that this worked by going to Windows Update and having it
check for new updates. It should tell you that your system is up to
date.

By the way, the original failure of KB967912 for my situation was that
I had installed an early release (beta?) of Windows Live Sign-In
Assistant automatically when I installed Windows Live Messenger.
