Winks are not available on WLM 14

I cannot access Winks on Windows Live Messenger Version 2009 Build 14.
I am running the English version and I am using Windows XP Professional
Version 2002 Service Pack 2.
The Winks3 folder is present under my "C:\Documents and Settings\User\Local
Settings\Application Data\Microsoft\Messenger\\ObjectSt ore\"
directory. However, when I run WLM, the Winks function has been grayed out in
the menu and on the chat windows. I have attempted repairing WLM. I have also
tried uninstalling WLM and reinstalling it. Neither of these work.

Please let me know how to restor the Winks function.
