I'm not sure how you're applying it Claud, (I know it's often used to remedy
a firewall error and often after spyware has screwed the firewall up), but
you may want to look at:

The command for Vista is Netsh Winsock Reset. You can also use this Winsock
Repair Tool (Should Work for Vista):

If you want to see all the switches, just type "netsh /?" (lose quotes) at
an elevated command prompt.
