I have a laptop and there is a building that is close to my home that has Hi-
Speed Internet. Can I get wireless internet if I am in a building that is
brick right across from it?

If its unsecured yes, all you have to do is Click Start > Connect To and
select Wireless Connection and click connect. If its secured, you will
probably need a WEP key to get access to it. On XP, its the same, only
difference is, you will have use the Wireless network wizard in control
panel and provide a WEP key if its a secured wireless connection..

Are you about to steal bandwith, are you?
That is a gaolable offence.
Don't forget, you have an indelible IP Address; haha.

Not if you have cable access. Then your IP is dynamically allocated. I'm
not sure if that can be (legally) pinned on you.

Even when it is dynamically assigned, it is only out of a very small, select
number of IP addresses, which can be traced.

It can.
A record is kept of when an IP address is allocated and to what MAC address
(both the NIC and the cable modem).
