wireless mouse on laptop

I have purchased a MS 3000 wireless mouse for my laptop, a Compaq C700,
running Vista Home
Premium. The transmitter plugs into a USB port.
Verified by experimentation, the screen saver will not activate as long as
the mouse transmitter is plugged into the USB port.
Is this the usual behavior for a wireless mouse, or is there a control
feature of Vista that will allow the activation of the screen saver with the
mouse plugged in?
