Just about any email address can be registred as a Live ID(some Microsoft
partners e.g. those who provide email addresses in conjunction with other
Msft services may be prevented from Live ID registration)....but generally
those are very far and few between the total of all potential email
adddresses in use provided by all ISPS.
Registering an existing email address is quite simple....with that
registration one then gains access to all the other Live services(the most
significant are the web based Contacts, Calendar, Office Apps,
SkyDrive[25GB online storage])

In the case of your earlier questions..contacts (when using a Live ID are
always backed up online)thus the need to export becomes a secondary
requirement(but obviously for insurance purposes is still recommended..and
a good thing to do..and can be done in WLM or the web UI at
contacts.live.com under the 'Manage' option.
Windows Live Mail...does not need a Live ID signon to send or receive mail.
The mail accounts operate independently of either mode of operation(Default
or Live ID), thus there is no need, unless desired, to create a new email
address.
Finally...use of that Live ID then provides additional flexibility with
WLM's photo email option..since pictures in a Photo Album are stored on the
signed on Live ID's SkyDrive which also alleviates the problem many
encounter with message size restrictions by their isp when trying to send
a batch of photos. In the case of Photo email..the pics are not included
in the message but uploaded to the SkyDrive with the recipient receiving a
link to view, download individually, download to Live Photo Gallery, or
download the entire album as a *.zip. (A photo email can hold up to 10GB
(200 pics up to 50MB each pic)).
You'll have to decide what's best for you...

existing POP3 address from your ISP ( another respondant answered yes )
If so , does it operate the same way as a Live account ? ( Just curious ).

Here's what that option does impact in mail(not news) for 2011 versions WLM

That option is found via
- WLM Button/Options/Mail/Compose options or (ALT F O M <click Compose> )
What happens when it is enabled or disabled.
1. Enabled -> Convert messages to photo emails when adding photos is
checked

available
- Drag and Drop – Picture is inserted
- Insert – Picture is inserted
2. Disabled -> Convert messages to photo emails when adding photos is not

I.e..when enabled and created a plain email(not choosing the create photo
email)....then that option only provides the Photo email toggle if a pic is
being attached. If disabled, the photo-email toggle is available for
attach and drag and drop.
Note: When a picture is attached and ‘Change to photo album’ option is
present
- clicking ‘Change to photo album’ switches attachment to a photo album
- clicking the attachment opens the ‘Photo Album Tools’ options without
creating an album
- double clicking the attachment opens the picture in PhotoGallery(if the
file type e.g. jpg is associated with PhotoGallery, non associated will
open the user designated program for that file type…i.e. an animated gif
would open in IE if not associated to another program)
- clicking the 'Paperclip' on ‘the Photo Album options' menu will switch
from photo album back to attachment(mode)
Second, with respect to Contacts...
WLM's 2011 contacts are not stored in WLM's Message store folder. WLM has
two possible modes of operation regarding contacts(Default-No Live ID; Live
IDSign-in to Windows Live with a Live ID). If you are operating in the
first mode(Default) then to archive your contacts you must export them to a
CSV file or copy the entire 'default' contacts folder. If you use a Live
ID, you may backup your contacts by exporting to a CSV file as extra
insurance..extra since Live ID mode contacts are always on the Live
servers.

No need to have a Live acct. POP3 is fine.
It's a bit disppointing that you have to set up yet ANOTHER account , just
to email a few pics...but what can you do ..??

We imported contacts from OE * wab and I'd like to know if I choose to
backup the WLM store folder, does that include the WLM contacts or are they
stored in a Contacts folder that should be backed up as well...
