Installed fine for me. Either you got a corrupted file or something else
went wrong. Now to see if it begins to fix the issues I've been having
with my personal contact info.

Greetings,

1601 is a problem with the engine, not the installer.

To correct this, click Start, then Run, and type the following:
%systemroot%\system32\msiexec.exe /regserver
then click OK.

Then try again.

from a site:

Microsoft published several weeks ago the final version of the new Windows
live measuringclose. After the first expenditure exhibited still some
smaller errors, few thereafter days without much attention an actualization
was made. With the new version some problems might have been eliminated.
In the version 8.0.0812 the installation routine was changed, so that now
optionally also the Windows live Toolbar in their final version can be
installed. This is to make the different Windows live services over the
Browser accessible, functioned however only with the Internet Explorer.

so the added MBs is probably the dreaded toolbar

Nah, Plus doesn't even use MSI.
