Greetings Nathan,
That dialog is not used to select the webcam -- that was for Windows 98/ME users and hasn't
yet been removed.
To select your camera you need to go through the wizard. To do so, click the Tools menu (or
Alt-T on the keyboard if the menu is hidden), then Audio/Video Tuning Wizard and then go to
the end of the wizard to choose your video device.
Not all are compatible, but I think you'll find most devices work.
