WLM 9 Beta: Animated DP.

The "moving" Display Pictures are not new, but with animated gifs, there will
surely be an higher demand in their use (at least in the beginning).
Now, there will surely appear some users that will try to be somewhat stupid
and use a display picture with stupid DP. (Here I'm talking to fast
switching, annoying animations).

While there is always the possibility of blocking the offender, I wonder if
you evaluated an "Freeze DP" option?
