Hi Ben,
This sounded weird to me, so I did some more testing by setting my own account to Brussels.
It showed me the today page in Dutch but still showed Toronto. After that shut down
Messenger, cleared my Internet Explorer cookies, started up Messenger and magically the city
changed to Brussels.
As such, try clearing your IE cookies and see what kind of results you get.
