I'm having the exact same problem and I'm just about out of ideas other than
a reinstall of the OS which seems ridiculous for such a simple problem (not
that a solution is).
I installed build 1202 and when I try to sign in I get no error, just spins
and back to login window. Server status is fine, and in options/connection it
states I am connected and able to sign in. When I downgraded to 8.5 it signs
in perfectly. I left it on 8.5 for a while but tonight I needed to do remote
assistance which required upgrade. I downloaded and installed again and same
issue is still occuring. So far this is what I've tried.

-tried multiple other known good emails and had the same issue.
-tried removing the registry entries in the msn folder as well as ran a reg
file to remove those files found on the web. This did not work so I again
reinstalled to ensure untainted install.
-tried a test user on the computer (eliminating the possibility of a user
specific problem and good as removing the WLM cache folders) issue persist
-registered dll files in live folder
-turned off firewall
-turned on firewall and created an exception for any windows live related
program
including wlcomm.exe as I noticed when I try to sign in this run in task
manager
-removed wlcomm.exe at which point I got an error stating service is
unavailable which was expected (replaced file which brought it back to its
state
-ended all tasks not needed in task manager
-installed windows live mail, which signed in successfully however I get the
error saying sorry ... needs to close basically which I read is common and if
I ignore it windows live mail works fine
-selected option in windows live mail to sign into windows live messenger as
well and still issue persist however it seemed to try for longer when I did
that

---issue still persist and I really need some help on this.

-FYI I'm on windows xp service pack

Greetings,

Which firewall/security software do you have installed? If it's a third-party (non Windows)
one, you may want to consider uninstalling it just to verify that isn't the problem.

I don't have an Third Party Anti-Viruse programs the only things I have
protecting my PC is Windows Defender and the Firewall in the Control Panel.
