When -- I'm not sure.
However, you could work around this issue by maintaining each language version of Messenger
separately and having a different icon for each. The only difference between the versions is
the different language file.
Just install each language version and copy the \Program Files\MSN Messenger folder somewhere
else. Then make a shortcut to each msnmsgr.exe in each folder.
