Greetings Dave,
The error means the connection timed out. Which probably means that between yourself and
your contact (so either side), might have a router or similar device which is trying to
rewrite the initial connection packets between you (more commonly known as an Application
Layer Gateway).
That said, both of you might peruse around your router configurations and see if there is any
ALGs you can turn off, especially anything relating to SIP (if you see any other SIP options,
you may want to play with those as well).
