You can't do that directly using WLMAIL.EXE.
But you can create a shortcut with a command line of just
mailto:
(note the colon at the end). That will start a new message in your
default mail program, whatever it is.
An alternate method is to start a new message than then do a File, Save
As to an EML file. Create a shortcut to that EML file. Double clicking
that will open the message template in whatever mail program is your
default for EML files (Window Live Mail, Vista Windows Mail or Outlook
Express).
