WMI ADAP Errors with a failed SP4 install

System crashed, recovered and did a repair. System boots fine but IE no
longer works, terminal services licensing works but terminal services will
not start. Remote storage indicates " no interfaces registered". This is on
a Dell PowerEdge 2400 which I ran all the diagnostics and all hardware is OK.
Went to Safe Mode and tried to reinstall SP4 and it hangs on the "Inspecting
XXXXX". The event log has a bunch of WINMGT Errors relating to services and
Performance counters not found in the 009 subkey.

All I really would like to do is reinstall SP4 or get my tape working and
I'm sure that will fix everything. The other option is to reinstall 2000
Server and put in the backup tape and restore.

Any help would be appreciated.
