won't delete

I have 2 torrent files in my download folder that I can't delete. I get this
message:
Could not find this item

This is no longer located in C:\Users\Walt\Downloads. Verify the items
location and try again.

I've seen this in a previous post and it was said give it a day or two and
it will disappear. Well it's been there a week now is there anyway to delete
this file. I even tried in safe mode with no luck.

It may be the way you have your torrent program setup. Is it on when you
boot? If it is, and people are actively downloading from you (being a seed)
you may not be able to delete the file as it is in use.

I checked and start at boot is unchecked. Very puzzling I might say.
