World Wide Web Publishing Service gets stuck on "starting"

After installing XP SP2, the service World Wide Web Publishing gets stuck on
"starting" and never goes to started. I have disabled it as per another
post to fix a prompt installing .NET Framework 1.1 SP1.

What is this service, how do I get around this problem?
