Wow64 support for 32bit applications

Newbie testing here,

With a test load of Windows Server 2008 R2 running, there does not appear to
be a method for loading applications such as Visual Studio 2008 (x86).
Appears that something called Wow64 support for 32bit applications should be
enabled using a dism.

I am unfamiliar with DISM and wonder - is this a tool that comes with 2008
R2, or is it something that is done when the Server Core is installed rather
than the full R2? Or something else, like the ORK must be downloaded for
DISM to work?

Is this the case on a Windows 7 machine also?

DISM is part of the Windows Automated Installation Kit (WAIK) for Windows 7.
