Wrong IE version error messages

Recently my vista ultimate installation started to freeze in boot up. I ran
repais the installation and the problem, seemed fixed but now there are
problems in applications requiring later versions of IE. For example if I
try to run device manager I get "mmc will not run on a version of internet
explorer earlier than internet explorer 5.5" and if I try to run outlook 2003
I get a similar message about requiring a version greater than 4.01

This is despite the fact that IE (version 7 of course) runs fine on its own

Any ideas?
