Greetings Michael,
What's going on is its grabbing the language preference based on the locale in your Windows
Live ID. This is why "local" things are appearing in the language of your choice but the
online services are not.
What you can do is change your locale to an English speaking country, like the United States,
Canada, UK, Australia, etc. here:
