What is Wrong With Vista Ultimate DVD writer?

This did not go through the first time so here it is again.

I have a fast bluray DVD installed.
It plays bluray movies OK.
But if I put in a DVD-RW and try to write to it it writes at about
20KBytes/Sec and it totally messes up everything else I am trying to do like
copy files from one Hard Disk folder to another.
It seems that when Vista Ultimate is working with the bluray DVD it totally
ties itself up.
This is a Quad 2.4GHZ with 4G Ram and terabytes of HD space.
All the latest auto updates are in place from MS.
There is no excuse for this!!!
Is there any way to fix this slug?

Then don't do things like copy files from one hard disk to another
when burning a blu-ray disc. It's not like it'll take an hour to burn
it.
