WSUS 2.0 upgrade to WSUS 3.0 Fails

I'm trying to uprade from WSUS 2.0 to WSUS 3.0 however the setup wizard is
failing.
There is a message in the setup log file about a package that is not valid.
I have traced this package down to the selfupdate.msi file. I have not been
able to find much information on how to replaced the SelfUpdate.msi file
