Most likely causes:

No... "Windows on Windows" is the name given to the scenario where you're
running a 32-bit application on a 64-bit operating system.
If you're old enough to remember.. kinda like running WordPerfect v5.1 on
Windows 95.
(excpet back then it was 16-bit apps on a 32-bit operating system).
