wsus and explorer 7

we can approve all microsoft updates including security updates for explorer7
However, we can not approve the explorer 7 update of february 6th.
It says EULA for this update can not be displayed, this update can not be
approved
It is detected but we can not approve it.

I checked all permissions on the root drive everything seems to be ok
Network service full and domain users read access.
Any help?
