The log entry is consistent with the logged-on user not possessing
administrative privileges and the policy "Allow... to receive...
notifications" not being applied.
However, if the WindowsUpdate.log shows that the policy is applied, then the
next thing to check is the presence of the policy "Restrict all access to
Windows Update features" which may be applied on a /user/ level to non-admin
users.
