There is no direct capability to control when the updates are /downloaded/
to the client. Detection and download occurs every 17.5-22 hours (in a
random offset), so that all of the clients in an environment are "spread
out" around the clock in their queries to the server, thus creating "load
balancing" at the WSUS server amongst the several clients involved.
You can, however, use BITS administration in order to 'choke' the actual
downloading of content to the clients. This is done by setting the policies
in Computer Configuration/Administrative Templates/Network/Background
Intelligent Transfer Service.
The problem with restricting the downloads to a very short window is that
you'll create a larger download queue at the WSUS server, which is also
managed by BITS. Choking the download too much could cause the volume of
data to be transferred from the WSUS server to choke itself, effectively
preventing the successful download of update content for several days.
Perhaps you could share your specific goals by controlling the download
bandwidth and we can help you find an appropriate solution.
