WSUS content files not downloading

I know this has probably already been asked on this forum but here it goes
again. We are running WSUS on a Win2k3 server and here is my problem.

My server will not pull down the updates. It pulls in the update header
information so it knows what updates are appropriate based on the selected
options and languages, but it won't pull down the actual updates. It says
"The files for this update failed to download". In the application log it
says "Content file download failed. Reason: Access is denied."

I have disabled the security settings on our firewall temporarily to make
sure that was not my problem. That didn't help so I re-enabled those.

It looks like a permissions problem. Can someone help by telling me what
permissions are needed for Network or Anonymous or whatever else may need
permissions?
