It is not a new release, only a revision of the metadata available to
WSUS for the update (e.g. an update in the detection rules, or the
description data). None of the files in the actual update are changed
from revision 102 to 103 so there is no reason to re-install it on
the clients.
And no, WSUS will not trigger a reinstall of the new revision on those
computers...
