WSUS - event ID 13002.. high failure rate

My WSUS server had been continually logging the error 13002

Client computers are installing updates with a higher than 25 percent
failure rate. This is not normal.

when i click on the MS help link .. it is blank.

I checked one message and it was referring to .NET Framework 1.0 SP2.
i declined that ..

but what would cause this all of a sudden?

Suggest you try the WSUS newsgroup as Windows Update deals with client
side issues only:
