WSUS Install Problem

I have a Windows 2003 SP1 server which runs ISA, Backup Exec and Surf
Control. I am trying to install WSUS and the installation is rolling back
with the error

"Microsoft Windows Server Update Services could not configure the
administration site or some of the virtual directories."

If I look at the install log it says:
