WSUS Will not download 2003 SP1

I have approved the Windows update server to download and install W2003 SP1.
Under Status of downloads it shows the update needing files. Windows update
server will not get the files from the Microsoft. Everytime it tries to
synchronize the files it comes back with nothing downloaded but still says
the downloading was a success.

I have tried by approving superseded versions (106) all to no avail. Is
there something else I can do? Can I manually put SP1 in the WSUS server?
