WSUS not downloading

We use WSUS 2.0 on a Windows 2000 Server to pull updates from Microsoft.
The WSUS server shows that it is synchronizing properly, but it is not
downloading updates.

The application error message (364)on the server says, "Content file
download failed. Reason: The server does not support the necessary HTTP
protocol. Background Intelligent Transfer Service (BITS) requires that the
server support the Range protocol header.

Any ideas how to fix this?
