When I look at my WSUS server and select a patch - the following is displayed:

This update supersedes other updates. Before declining superseded updates,
it is recommended that you approve the superseding update first and verify
that the superseded updates are no longer needed by any computers. For more
information see Approving Updates
This update is superseded by another update. Before declining superseded
updates, it is recommended that you approve the superseding update first and
verify that the superseded updates are no longer needed by any computers. For
more information see Approving Updates

Cumulative Security Update for Internet Explorer for Windows XP (KB896688

For this type of patch or if the patch is superceded and supercedes, should
I decline the update?

Try posting to microsoft.public.windows.server.update_services newsgroup (to
which I've forwarded this reply via crosspost).

It is not required that you decline the update; however, if you had
previously approved the update, and thus downloaded the content, there's
really no need to maintain the old content on your server. Marking the
update as declined will allow you to use the "PurgeUnneededFiles" tool and
free up some disk space.
