Wsus is "Priority" regulated and can NOT download. Sequence 6599 vs AcceptRate 5247.

Someone could explain that this means, and what is the possible solution,
because the WSUS synchronize, but does not drop anything, this situation
have weeks !!!

Please post the actual log entries containing this message.

Generally these entries occur when a client is attempting to download from
microsoft.com, and it's imposed by the Microsoft server-side connection in
order to prevent overloading of the Microsoft download servers.

It's not impossible that it could be applied to a WSUS Server, but it's
highly unlikely.

Also, review the Application Event Log on the WSUS Server for any entries
from "Windows Server Update Services".
