Please post the actual log entries containing this message.
Generally these entries occur when a client is attempting to download from
microsoft.com, and it's imposed by the Microsoft server-side connection in
order to prevent overloading of the Microsoft download servers.
It's not impossible that it could be applied to a WSUS Server, but it's
highly unlikely.
Also, review the Application Event Log on the WSUS Server for any entries
from "Windows Server Update Services".
