WSUS: Question about Client-Side Targeting

Under Computer Options, if you enable "Use Group Policy or registry settings
on computers", how does a computer react if the "Enable client-side
targeting" policy is left Not Configured? I am assuming it will just add
itself to Unassigned Computers while those computers that apply a different
group policy with the "Enable client-side targeting" policy Enabled and
specified will be added to the correct groups when joining the SUS server.

Is that a safe assumption? If that's how it works, can the computers that
do not apply the "Enable client-side targeting" policy be manually moved to
other computer groups?
