Hi,
This is not supposed to happen.
I suggest you post to the the newsgroup dedicated to WSUS, and also
list the KB number for some of the updates you see this issue for,
and OS/Service Pack level on the computers.
Also, on a client that have this issue, take a look in the file
WindowsUpdate.log (in the Windows folder) and see if you see
something that can be related to this issue and post that as well.
