The statements you have made above are contradictory.
*** "...downloaded over 200 available updates..." implies that you've
approved the updates (since downloading of updates only occurs after the
updates have been approved for installation, which presumes they're visible
in the WSUS admin console.
*** "...are not showing up..." means they can't possibly have been
downloaded yet, although, perhaps, you've successfully performed a
synchronization, and this is merely an issue of not properly configuring the
filter settings or selecting the wrong node of the Updates tree.

1. Select the "All Updates" node of the tree.
2. Set Approval = "Any Except Declined".
3. Set Status = "Any"
4. Click on "Refresh".
The default settings for an update view are "Unapproved" and
"Needed/Failed", and since a new installation is not likely to have had any
clients register or detect, there would be *zero* systems with a status of
"Needed/Failed", ergo you are seeing no updates in the default listing
because nothing is currently "Needed".
