WU of KB973514 fails with error code 0x80070641 or 1601 decimal

Windows XP SP3 with automatic update. MS Office 2007 Version 12 Build 6504 .
During the last automatic updateon my PC 7 updates completed with success
and 2 failed.
MSO Outlook update KB973514 (junk email filter) and Silverlight update
KB974331.
To keep things simple I uninstalled Silverlight to obviate the need for
update KB974331.
I could then concentrate on the Outlook update. Some extracts from Event
Viewer and C:\WINDOWS\SoftwareDistribution\ReportingEvents.lo g files
documenting the error follow:

AutomaticUpdates Failure Content Install Installation Failure: Windows
failed to install the following update with error 0x80070641: Update for
Microsoft Office Outlook 2007 Junk Email Filter (KB973514).

I have since installed an IE8 update KB973874 and a WINDOWS DEFENDER update
KB915597 successfully. This tends to show that the basic update mechanism is
working. The only question remains why do some updates fail ?
I have followed the many suggestions that I have read here and on other
websites without success.
I have found that the installer service stops after the failure has happened
but this may be normal.
I have manually downloaded update KB973514 and tried to install without
success and with the same failure.
I have not been able to find the file that automatic update loaded
(supposedly).
Serendipitously, while looking for the apdate I found the following in
Windows Prefetch directory and wonder why and if it should be there.
OFFICE2007-KB973514-FULLFILE-2FB2A5B5.pf.
Any NEW suggestions leading to the resolution of this problem will be
appreciated.

The issue appears to be related to missing installation source files or
a Permissions issue in reading them.

Troubleshooting a Windows Installer Issue

Suggest you read the above blog post and enable Windows Installer
Logging as that will create a verbose log which should show specifically
where the update is failing to install.
It wouldn't hurt to re-register Windows Installer prior to enabling WI
logging as that will eliminate a Windows Installer issue. Although this
is not the most likely cause of the updates failure to install, it's
best to rule it out.

Microsoft support suggested and I did download MSIexec.exe 4.5 and installed
it once again (done this before) and the Junk email filter installed
properly.

I do not understand how this can happen but who knows ???

In any case that fixed it ....

Hi jsobry, would you mind posting the link where you downloaded
MSIexec.exec 4.5 from?. I am having similar problems would like to try
reloading MSI
