First, there is no requirement to install the WUA on a Windows Server 2008
system, as the WUA installed on Win2008 is already perfectly capable of
communicating with a WSUS server, and *selfupdating* (if required).

A point to be taken at face value.

Perhaps you could explain WHY you feel these steps are necessary?
Note: You'd likely do better by:
[1] Running the Client Diagnostic Tool on the Win2008 system and posting the
results for analysis,
or
[2] Reviewing the WindowsUpdate.log on the Win2008 system and posting the
results (specifically, the entries introducing error codes).
*Rarely* is such a condition the result of a defective WUA, and when it is,
it's almost always one of a handful of well documented, and well known,
causes.
