WUA SDK: IsDeinstallable and UninstallationNotes

We're working with the Microsoft WUA 2.0 SDK from Visual Basic 6.0.

In our script, we're pulling up the values of two different properties
IUpdate.IsUninstallable
IUpdate.UninstallationNotes

What we're finding is that for some patches, IsUninstallable is FALSE, but
the notes say something like "This software update can be removed via Add or
Remove Programs in Control Panel." We're wondering if this is a conflict, and
if it represents a bug in the API, incorrect patch information, or ?
