Thanks for your response TaurArian.

http://support.microsoft.com/?kbid=836941
I ran through this

I have internet connectivity
No firewalls are running
No software accelerators
Added Sites to the trusted zone
No entries in the hosts file

No Proxycfg tool? I ran a search for prox* and no tool was found. I also
checked another machine and while it did have a proxycfg tool It was
corrupted?

Is it possible to download this tool on its own?

As per the 2nd article. I set up my ISA server exactly as it recommend
adding the following sites
http://download.windowsupdate.com

Unfortunalty still no access. Could it be the proxycfg tool that is causing
all the trouble?

The Proxycfg.exe configuration tool is available for WinHTTP 5.1

This error is the result of your PC's inability to connect to a component of
the Windows Update site. Most likely is proxy/firewall related, so
double-check your firewall/proxy settings.

Make sure your firewall is not blocking scripting functions on web site.
