How do you get the x-mouse feature in Vista (TweakUI for XP had it) where a
window takes focus to the foreground when the mouse pointer hovers over a
portion of the window... ???

Control Panel > Ease of Access Center > Make the mouse easier to use >
check "Activate a window by hovering over it with the mouse" (Apply, Save).
