XP EULA Doesn't Show

Have a machine running XP Pro SP1 that will not install Windows
Updates. Goes to a page that says what updated failed and has a link
to a history page. If you copy/paste the page you then see text saying
there isn't enough free disk space (there is currently 73 GIG free
space) and another error saying the EULA wasn't agreed to. See below.

How do I get this machine to take updates? It has happened on others
but so far I've just formatted and started over. This is not going to
be an option with now as there will be one machine in each of 30 sites
around the world.

There are no Accept or Agree buttons for the EULA in Windows Update
