XP Home version 2002 SP3 Cannot update - " Internet Explorer canno

I go to Control Panel/ Windows Update: I get " Internet Explorer cannot
display the webpage" on I.E. ver 8
So I put this URL :
http://207.46.21.124/windowsupdate/v....aspx?ln=en-us

I then get :

[Error number: 0x800C0002

" The website has encountered a problem and cannot display the page you are
trying to view. Take the following steps to try solving the problem:

Refresh the page.
In Internet Explorer, delete your Temporary Internet Files by going to the
Tools menu and clicking Internet Options.
Close and then re-open Internet Explorer.

I've done all of that and everything I've read on the knowledge base.

Is Automatic Updates enabled?

Were you able to access Windows Update website before you installed IE8?

Are you able to access Windows Update website in IE8 Compatibility Mode?

What anti-virus application or security suite is installed, is your
subscription current, and is it supported in IE8? What anti-spyware
applications (other than Defender)? What third-party firewall (if any)?
Were any of these applications running in the background when you installed
IE8?

Has a Norton or McAfee application ever been installed on this machine
(e.g., a free-trial version that came preinstalled when you bought it)?
