XP: Only being offered updates at shutdown

XP Pro SP3

I have "Automatic Updates" set to download automatically, but let me choose
when to install.

It's still doing the downloads, but recently, it's stopped informing me of
the fact, and is not presenting the icon in the system tray to let me
examine the list and install when and what I want.

Instead, I'm presented with an option to install at shutdown, but without
any ability to examine what's being installed.

How can I restore the previous behavior?

Turn off Auto Updates. Reboot, do a clean up with Crap Cleaner
(www.ccleaner.com) and reset it to inform but let me decide when and
what to download and install.

What, exactly, would this product do for me to fix the problem?

Get rid of the temp files created when you attempted to do the updates
previously. It's far more thorough than XP's native clean up. I've been
using it for years and it works great.

See if changing the AU setting to the third option (Notify Only) & a reboot
has any affect on the behavior, Bert.

What anti-virus application or security suite is installed and is your
subscription current? What anti-spyware applications (other than Defender)?
What third-party firewall (if any)? Were any of these applications running
in the background when you installed WinXP SP3?

Have you recently switched from Windows Update to Microsoft Update as your
default update source or have you install Windows Live OneCare?

I'll try that and wait 'til the next round of updates.

Just to stir the pot a little, earlier this morning I visited Microsoft
Update and was offered some updates to Office 2007 & VS.2008 (I had just
installed them yesterday), which downloaded and installed fine, except
for a patch to SQLExpress which failed because the service wasn't
running.

As I was doing this, the little icon in the system tray popped up,
telling me that there were updates available to install.

After the manual download & install completed, I re-started the SQL
server and clicked the icon, which then installed the missed SQL server
patch.

Maybe doing the manual download cleared things up.

Again, we'll see next month.

I've been running Symantec AntiVirus and Symantec Protection Agent for
years, as required by my employer for access to the corporate network.
They were running when I installed SP3, because they're always running
:-)

No acive anti-spyware application; I do run Spybot S&D manually from
time to time.

I changed to Microsoft Update whenever it became available, and don't
have OneCare (don't even know what it is).

I observed the same phenomenon at the last "patch day" with 7 updates in
sum. There was heavy download activity at my dsl-router, the yellow icon
disappeared and update installation was only offered at shutdown.
I cancelled shutdown and looked into windowsupdate.log. There I saw the
reason for that behaviour: 2 of the 7 updates were paused "due to
regulation" (the well known wait state due to heavy traffic on the
download site). The standard reaction of wupdate is: try later, except
shutdown:at shutdown install all updates, which have been downloaded
until now. You can wait too, or do, what I do under these conditions:
Use explicitly wupdate with IE. Normally you will see all updates,
inclusive the yet downloaded, but they will be skipped. The missing ones
will be downloaded and installed. Attention: during that process the
yellow icon will reappear and telling, that updates could be installed !
But because you ARE installing these updates from the website, ignore
the yellow icon ! It will disappear from itself after the installation
with IE is complete.
