XP Pro SP 2 same updates install over and over

The same 5 updates are installing over and over again. I get a message that
updates were successfully installed and then I get a notification that new
updates are available. When choosing to install the same 5 are installed
again?

It is like I don't have permission to load them even though I am the
administrator?
