XP Pro SP3 error

XP Pro, SP2 new installation on a brand new 32 gig FAT32 partition. (dual
booting on a Mac, FAT32 allows full read and write from the OS X side)

The installation of SP3 fails with an error message saying it needs 4 more
meg of hard drive space. I deleted a 27 meg app and got the same message on
my second try. There is over 31 gig available on the partition. I think I
have enough space.

Could this be a random error message generated because I have a faulty
download -very possible with my internet connection?
Could this be a cryptic error message meaning that SP3 requires an NTFS
partition?
