XP service pack 3 failure - padrs840.dll

During the installation of service pack 3, the installer program stops with a
warning that the following files can not be copied :
padrs804.dll, padrs404.dll, pintlcsa.dll, pintlcsd.dic, pintlcsd.dll,
pintlcsk.dic

I tried to download and install SP3 but same issue. When I tried to ignore
the message and continue installation, I had problems with internet and
e-mail connection, so I deinstalled SP3 again.
