Hi Randy,
The behavior can be caused by AntiSpy software intercepting the Service Pack
installation process.
1) Please uninstall the AntiSpy program
2) Register licdll.dll and regwizc.dll
Start>Run and type in the run box the following
regsvr32.exe licdll.dll
Press Ok
Start>Run and type in the run box the following
regsvr32.exe regwizc.dll OK
Press Ok
3) Attempt to install the service pack again.
