What version did you have before installing XPsp2?
How did you remove it?
If you allowed XPsp2 to create an uninstall directory
and you had XPsp1 + patches before installing it
you should still have XPsp1+ patches after uninstalling XPsp2.
Hence, you might not need to install XPsp1 and any error
messages you would get trying to do so could just be considered
quirky ways of trying to tell you that.
FWIW, if this was an extract from setupapi.log, I have instances
of that Error 1168 message but every single instance of it is
prefixed by (Policy=ignore).
In any case, the several references to OEM... and especially the typo
for Language make me think that you might have a customized install
from a manufacturer. If so, you should go to their support site for help
with this problem first.
It may not be obvious but once a package is delivered WU's job
is mostly done. The installation of it is secondary and assistance
with installation problems may best be found in forums which
specialize in each particular product. This is even more the case
when WU is only being used to identify a necessary update and manual
download and installation of the specified packages is being attempted
instead of an automated update.
